Qualifications

MINIMUM QUALIFICATIONS: A baccalaureate degree plus two years of professional level experience in administrative services.

SUBSTITUTIONS: Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

Examples of Work

The Administrative Program Specialist C (Specialist) is an advanced position within the Office of Risk Management (ORM), the Division of Administration (DOA) ancillary agency that provides a comprehensive risk management program and administers the self-insurance program for the State of Louisiana. ORM is solely responsible for managing all state insurance coverage, both purchased and self-insured, for workers’ compensation, property, and casualty exposures. ORM is responsible for managing all tort claims made against the State or its agencies; and at the designation of the Commissioner of Administration, ORM also serves as the State of Louisiana public facilities sub-recipient representative for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Grants under Subpart G, Title 44 Code of Federal Regulations.
 
Significant duties of the Specialist will be to serve as agency liaison with Office of Technology Services (OTS), and to promote critical business needs of risk management that include records management and retention; facilitate any internal selection processes and decisions related to technology solutions for ORM business needs; and coordinate and/or support implementation activities. Work closely with fiscal team to plan, develop and oversee agency technology budget. Serve as Administrative Program Director’s Designee as Records Center Coordinator with Secretary of State, to support all RIM activities and the use of related technology applications. Coordinate and support ORM’s records and information management program needs to comply with applicable provisions within La. R.S. Title 44; and to ensure the identification and protection of records vital to ORM’s day-to-day operations.
 
Specialist must have capable technology/computer skills; organization, planning and project management proficiency; and effective oral and written communication skills. The incumbent will provide frequent and direct support to ORM leaders, managers and staff members on use of technology to support ORM business needs. The position requires routine interaction, communication and coordination with representatives of various State Departments, OTS and other DOA Sections, ORM contractors and State vendors. Complete all duties in accordance with ORM and DOA policies and procedures as well as State laws and Federal regulations. General supervision is from ORM’s Administrative Program Director (Director) in performing assigned duties and responsibilities.
